Introductory Presentation

Serveis Medi Ambient S.A. (SMATSA), a company that belongs to the AGORA GRUP business group, has been providing waste collection and street cleaning services, cleaning of green areas and management of clean points in the city of Sabadell since 1976. The experience accumulated throughout these more than forty years, together with the preparation of the personnel and the incorporation of different technological solutions, make SMATSA a reference in the sector of the service companies.
As an organization committed to service quality and environmental protection, our goal is always continuous improvement in order to keep moving forward along this path, sharing values such as commitment, enthusiasm and honesty. Our mission is to offer an increasingly efficient, sustainable and satisfactory service to the citizens and local authorities we work with. That is why, for more than a decade, we have been accrediting our management on the basis of ISO 9001 and ISO 14001 standards as a guarantee. This commitment is also extended with the European Registry of the EMAS Regulation and the present Environmental Statement, with which we intend to ratify our objective of transparency and collaboration.

Activities and scope of the Environmental Statement
At SMATSA, we are a team of diverse professionals dedicated to street cleaning, waste collection, and the management of recycling centers. In 2025, we carried out a total of 43,053 street cleaning operations in Sabadell and 26,837 selective waste collection operations. The service’s municipal coverage spans 7 districts of the city of Sabadell, covering an area of 32km²and serving more than 220,000 residents. This year, SMATSA has operated a fleet of 123 vehicles to provide the aforementioned services. Environmental management and governance approach |
Description of the Environmental Management System
AGORA GRUP has for its dependent organizations an Integrated System for the Management of Quality, Environment and Occupational Health and Safety. This system complies with the internal and external audit requirements demanded by the ISO 9001 and ISO 14001 certificates. This implies the implementation of procedures, plans and control programs for the continuous improvement of the service. Based on the analysis of the context, risks and opportunities and in response to contractual commitments to the organizations we work with. SMATSA develops its activities and operations seeking efficiency in the use of resources and the prevention and minimization of environmental impact. For this reason, in 2023 it initiated a process to promote the Integrated Management System by implementing the European EMAS Regulation and publishing its first validated EMAS Digital Environmental Statement in 2024. Changes in the organizational context Consolidated fleet renewal: incorporation of the first vehicles in November 2025. Enhanced financial stability: effective financial returns from the City Council and positive discussions regarding contract renewal until 2032. Review of climate protocols: update in light of increased frequency of adverse events and regulatory changes. Greater social maturity: success of the Second SMATSA Social Work Report, with greater participation and recognition. Internal continuity: maintaining variable bonuses, team-building activities, and training new managers. Job security: continued application of the 2024–2026 collective bargaining agreement. Organizational reinforcement: consolidation of a new Prevention, Quality, and Environment Manager at Ágora Serveis and creation of the position of Community Manager at SMATSA. Improvement in institutional relations: greater flow of information with the City Council. Environmental progress: acquisition of electric machinery, adaptation of schedules to reduce noise, and installation of a new treatment plant (with a temporary increase in waste managed by authorized waste management companies). A more robust context aligned with EMAS, with better positioning for future contracts.

Organizational Policy
Quality, Environment and Occupational Health and Safety Policy
- At Agora Serveis we are committed to providing high quality street cleaning, waste collection and gardening services, protecting the environment and ensuring health and safety at work. Our policy reflects our commitment to continuous improvement and compliance with applicable rules and regulations. Through the implementation of an integrated management system, we seek to achieve the following objectives:
Quality
- To meet and exceed our customers' expectations, providing services that meet the agreed requirements, in terms of accuracy, timeliness and reliability. To foster a culture of continuous improvement, promoting the participation and development of our personnel; and to establish and regularly review quality indicators to evaluate the performance of our services and take corrective actions when necessary.
Environment
- Adopt sustainable practices to minimize the environmental impact of our activities, the generation of waste, the emission of pollutants and the use of non-renewable natural resources. Comply with current environmental legislation and regulations, as well as other legal and relevant requirements to which we subscribe, and foster environmental awareness among our personnel and collaborators, providing training and promoting good environmental practices.
Occupational Health and Safety
- Ensure the safety and health of our employees, collaborators and any person who may be affected by our operations. Identify and evaluate occupational risks associated with our activities and take preventive measures to eliminate or minimize them; and comply with occupational health and safety legislation and regulations, as well as other applicable requirements.
Participation and communication
- Encourage the active participation of our personnel, suppliers and customers in the improvement of our integrated management system; and establish effective internal and external communication channels to ensure transparency and the dissemination of relevant information.
Senior management is committed to periodically review this policy, ensuring its adequacy and effectiveness. We will also provide the necessary resources to implement and maintain our integrated management system and ensure compliance with the established objectives.
This policy is publicly available and will be communicated to all Agora Serveis personnel, with the finding that it is understood, implemented and maintained at all levels of the organization.

Communication and participation |
Communication and stakeholder engagement
In the area of external communication, various informational and awareness-raising initiatives were carried out in 2025 targeting the general public, with the aim of increasing awareness of the service and promoting best practices in waste management. Among the key initiatives, particular attention was given to providing specific information on the types of waste that can be disposed of at recycling centers, thereby facilitating their proper use and promoting separate collection.
In addition, monthly announcements about recycling have been made in the media, reinforcing key messages related to waste separation. Informative videos about the service have also been produced and broadcast on TV Sabadell, bringing citizens closer to how the street cleaning and waste collection service works and highlighting the value of the work carried out on a daily basis.
In addition, SMATSA celebrates the most relevant global days for the company, both internally and externally, using social media as its main channel of communication. These actions have helped to raise environmental awareness, promote transparency, and foster closer ties with citizens and workers.
During the school year, environmental awareness workshops from the Eco-Educa program continued to be held, both in schools and in organizations in the city that had specifically requested the company's collaboration, reinforcing its commitment to environmental education and public awareness from an early age.

Description of the main activity
Serveis Medi Ambient S.A. (SMATSA) carries out a programming of the services according to the conditions of the contract and concession for the selective collection of waste, as well as for the management of the Deixalleries or Punts Blaus(Clean Points) of the municipality of Sabadell. The number of people assigned to the six work centers included in the scope of this Environmental Statement is shown below, as well as those assigned to the operations under the name SMATSA SERVICIOS, among which are workers in street cleaning operations, such as drivers of waste collection trucks and other street cleaning vehicles, since their indicators are assigned to the activity as a whole and not to a particular center. *The information on the number of employees is obtained from the human resources management application (4i), which calculates the monthly average of registered employees.

Evolution of production activity
Interventions refer to any action—whether ad hoc or scheduled—carried out by the Company’s operators, whether using a vehicle or a cart.
The increase in activity in 2025 is mainly due to a rise in vehicle-based street cleaning services, thanks to the introduction of the new fleet starting in November and the year-round rental of street sweepers, which helped make up for the shortage of this type of vehicle. In addition, there was a significant increase in special Christmas services during the month of December compared to the previous year, both in waste collection and street cleaning (+343 operations).

Energy use and management |
Energy management
SMATSA’s primary energy consumption stems from the fuel used by its vehicle fleet in the selective collection of waste generated in the municipality of Sabadell, while electricity consumption at its facilities and offices is significantly lower. It is worth noting that in 2025 , SMATSA’s trucks and vehicles traveled2,080,854 km, consuming nearly 1 million liters of fuel (primarily Diesel A). This year, the fleet consisted of123 vehicles (trucks, vans, cars, motorcycles, and others), 4 fewer than the previous year due to the retirement of vehicles because of their age and the impossibility of repair; of these, 91 run on fossil fuels, 29 are 100% electric, and 3 are hybrids. Environmental management and control
Nearly 98% of the energy consumed by SMATSA comes from fossil fuels needed to operate vehicles. Of the total fuel consumption, approximately 83% is used by the waste collection fleet. The total energy consumption per worker has risen from 33.67 MWh/worker in 2024 to 33.83 MWh/worker in 2025; this slight increase may be due to the aging of the fleet itself, a situation expected to reverse over the next year due to the gradual replacement of vehicles that began in late November 2025.
Electric power
In 2025, there was, overall, a slight increase in electricity consumption across all workplaces, both in total consumption and per-employee consumption. This increase is attributable to the purchase of new electrical equipment, including both tools and vehicles. All workstations have been equipped with an electric blower, and by the end of 2024, all gasoline-powered motorcycles used by LV command staff were replaced with electric ones.
As for energy-saving measures in facilities, the implementation of measures in 2023—such as switching to energy-efficient lighting and installing timers—has already brought energy consumption levels down to a very tight margin, leaving little room for improvement while still maintaining the necessary quality of service.
Our commitment to the environment drives us, day by day, to become more efficient in our consumption, as we consistently work toward our annual improvement goals. We conduct awareness campaigns among our staff and monitor consumption, collecting monthly data that guides us on potential corrective actions to take, whether an incident occurs or there is a change in trends.

The energy magnitudes are always parameterized in MWh, showing in each cell its transformation to GJ, by means of the standard MWh*3.6 conversion (factor officially recognized and used by the SI (BIPM), Eurostat, IEA, IPCC and in Spain by MITECO).

Water use and management |
Water management
SMATSA, in its activities and operations of providing street cleaning (LV) and selective waste collection (RR) services, consumes water both for street cleaning using pressure washers and for cleaning the fleet of vehicles and containers. Whenever accessible and feasible, SMATSA uses water recovered from the municipality where it operates. In the case of vehicle cleaning, SMATSA uses well water, the consumption of which is reported quarterly to the Catalan Water Agency. The rest of the water, used for sanitary purposes in toilets and washrooms, is consumed from the public water supply network.

Environmental management and control
The centers' consumption of mains water is already very closely aligned with service requirements.
There has been a slight decrease in the North and South 2 centers, while in the Head Office there has been a 12% increase, which can probably be explained by the increase in staff over a period of time. Water is used for staff hygiene, sanitary services, and cleaning.
At the Talleres center, the increase in mains water consumption was mainly due to a breakdown of the well pump, which meant that mains water had to be used to wash the vehicles.
The final value of annual water consumption from the well has been reduced by 23% compared to 2024, because the well was shut down for treatment plant works during April and May due to a pump failure.

Wastewater management
SMATSA's EMAS European Registry activity centers generate only sanitary waste that can be assimilated to domestic waste. As a consequence of street cleaning activities and indirectly for certain operations, it also generates wastewater from street cleaning in the city. This water is collected by the public sewage system for the collection of rainwater which, through general collectors, is sent to the Riu Sec WWTP or Ripoll WWTP.

SMATSA uses reclaimed water for street cleaning operations, depending on the pre-established schedule and the cleanliness or rainfall levels for the year.

Emissions management
SMATSA’s primary emissions are those generated by the internal combustion engines of the vehicle fleet used for the selective collection of municipal solid waste (MSW and RDF) in the municipality. Their levels are directly dependent on the amount of fossil fuel consumed. In this regard, it is worth noting that SMATSA has 28 electric vehicles (15 dump trucks, 6 vans, 6 motorcycles, and 1 passenger car) and 42 heavy-duty vehicles equipped with EURO VI engines. The following table shows the direct GHG emissions intCO2eq. associated with each type of emission, including those associated with the consumption of refrigerants used to charge air conditioning systems.
Environmental management and control
The direct relationship between emissions and vehicle fuel consumption shows very stable values in recent years, as the same fleet of vehicles has been maintained. The following graphs show the evolution of the indicators according to the number of workers associated with each one of them. SMATSA’s air emissions remain relatively stable during the 2023–2025 period, with slight increases primarily associated with fuel consumption by the fleet of vehicles used for street cleaning and waste collection services. The main air pollutants assessed are NOx, PM2.5, CH₄, N₂O, and SO₂ resulting from combustion processes. With regard to greenhouse gas emissions, total CO₂ equivalent emissions rose from 2,422 t CO₂eq in 2023 to 2,564 t CO₂eq in 2025, remaining almost entirely attributable to direct Scope 1 emissions resulting from the fleet’s consumption of fossil fuels. This trend is consistent with the increase in activity and mileage during fiscal year 2025, as well as with the continued use of a fleet that is predominantly combustion-engine-based, although the gradual renewal and introduction of new electric vehicles and more efficient machinery began during the fiscal year. Waste production and management |
GenerWaste generation
Although the waste generated by selective waste collection and cleaning operations are considered indirect environmental aspects associated with the citizens themselves, SMATSA also generates its own waste, including the remains of bags used in urban waste garbage cans, which are collected and managed together with the solid urban waste, as well as the sepiolite used to remove waste from the street and the workshop, remains of paper used in offices and containers of cleaning products, solvents and paints used. This year, 2025, we have renovated our wastewater treatment plant at the Taller center, as it had become obsolete. The installation of the new treatment plant has led to an increase in the generation of oily water waste and sludge containing hydrocarbons, due to the extra cleaning of the associated hydrocarbon decanters. Two graphs are shown below indicating the quantities generated and their treatment destinations. Environmental management and control
GENERAL INFORMATION ON ROADSIDE WASTE COLLECTION
All waste is sorted according to the processing procedures established by the Sabadell City Council and transported to the various processing and Recovery facilities Recovery the Vallès Occidental Waste Management Consortium.
- In the case of the selective fraction of Sabadell City Council:
-
- The glass is sent to a recycling plant located in Mollet del Vallès.
- Paper and cardboard are delivered to waste managers for this fraction.
- Light packaging is delivered to ECOPARC IV where a packaging triage process is carried out in Hostalets de Pierola.
- The organic matter is sent to a biomethanization and composting plant. The resulting compost can then be returned to the municipalities through the "Puntos Limpios".
- In the case of the residual fraction (non-segregated mixture), this waste is delivered to the Vallès Occidental Waste Treatment Center (Vacarisses), where it undergoes mechanical and biological treatment to recover reusable materials. The final remainder is packaged and delivered to the controlled deposit.
INFORMATION ON WASTE GENERATED BY SMATSA
Quarterly monitoring and tracking of both Hazardous Hazardous waste is conducted through collections by an authorized waste management company or by taking the waste to an internal waste collection site.
During the month of March, the annual DARI report was presented by Serveis de Medi Ambient, S.A.
In 2025, a new indicator was created to specifically monitor waste generation from the treatment plant and oil separators, showing a considerable increase in these, not only because the manager has begun to differentiate between two types of waste (water with hydrocarbons and sludge), but also because the removal of the old treatment plant and the implementation and testing phase of the new equipment has led to an increase in waste 130507 (water with hydrocarbons). The total amount of both types of waste removed in 2025 was 108.54 tons, compared to 41.33 tons generated in 2024. During 2026, the objective will be to reduce this waste, with greater control over the generation of water containing hydrocarbons.
Also in 2025, an agreement was reached with the company Mauser for the reuse of IBC containers from the Talleres facility, thereby improving the environmental management of this waste. The goods typically supplied in this format are: hydraulic oil, AdBlue, motor oil, and coolant. Additionally, the hypochlorite containers are collected directly by the supplier for reuse, thereby also reducing the generation of Hazardous packaging waste.

Management of raw materials and resources |
Management of material resources
The main non-energy material resources used by SMATSA to provide services are mainly those associated with the consumables used for street cleaning and vehicle operation. In the first case, the use of recycled plastic bags for urban litter garbage cans, sepiolite for the collection of waste in streets, as well as detergents, solvents and paints stand out. Below is a table showing their evolution.

Environmental management and control
During 2025, monthly monitoring of printing at head office continued, and a new indicator was added to those used by the Environment Department for monthly monitoring. In 2025, paper consumption in offices was reduced by 9% compared to the previous year. The current organization of the various departments at head office leaves little room for further improvement in reducing paper consumption.
As for overall paper consumption, monitoring carried out by the Purchasing Department shows a total reduction of 9.6%.
To calculate the amount of raw material used for trash bags, as well as the paper consumed in offices, the number of units used during the year—in their various formats and types—is calculated and multiplied by their unit weight.

Indicators and impacts
Below are the biodiversity indicators and those others that, specifically and sectorially, apply to SMATSA as they are directly related to selective waste collection services. In the first case, the surface areas of the facilities under the scope of the European EMAS Registry are shown, taking into account that the activity is carried out throughout the municipality of Sabadell in its 7 districts, which occupy a surface area of 32 km2. The second section shows those indicators recommended by the regulations implementing the EMAS Regulation and which may be of interest to the reader of this Environmental Statement.

Significant and/or sector specific indicators
COMMISSION DECISION (EU) 2020/519 of 3 April 2020 establishes a sectoral reference document on best environmental management practices, sectoral environmental performance indicators and benchmarks of excellence for the waste management sector in the framework of Regulation (EC) No. 1221/2009.
This implies that, although most of the practices and indicators referenced are not applicable to AGORA GRUP and SMATSA, as they are aimed at local government authorities, there are some indicators that are of interest to citizens and that are associated with the processes of Urban Solid Waste collection. Below are shown in this Digital Environmental Statement some indicators corresponding to the best environmental management practices of sections 3.1 - Transversal MPGM, 3.2 - MPGM in relation to Urban Solid Waste (USW) and 3.3. Common indicators of environmental performance in relation to USW.
Some of the sectorial indicators included are shown according to the number of inhabitants of the city of Sabadell. Therefore, the number of inhabitants is taken from the National Institute of Statistics (https://www.ine.es/nomen2/inicio_r.do).

Environmental aspects and impacts
SMATSA, in its activities and operations of providing street cleaning and selective waste collection services, generates diverse direct environmental impacts, controlled from the identification and evaluation of the environmental aspects that generate them and from the control of how they affect the environment. Specifically, the fossil fuel consumption of the selective collection trucks and the associatedCO2 emissions stand out. As well as the supplies and consumables associated with the maintenance of the vehicle fleet. Water consumption, for fleet cleaning, and plastic consumption, for garbage bags used for urban waste garbage cans, could also generate impacts if the resource is not used responsibly.
Description of the most important and significant environmental aspects
The process for the identification and evaluation of environmental aspects is determined by an internal procedure of the Management System. This procedure establishes guidelines for the identification of environmental aspects under normal and abnormal operating conditions, whether direct or indirect, as well as potential environmental aspects that may arise in emergency situations. SMATSA also evaluates their impact from a life cycle perspective, applying objective criteria for their evaluation, such as severity, magnitude, relevance, origin, receiving medium or frequency of occurrence.
As a result of this evaluation, we obtain an impact assessment in units that determine whether each of the aspects is significant or not. In the case of environmental aspects under normal and abnormal direct conditions, the significance threshold is 15 or 20 impact units depending on whether two or three of the following criteria have been used: severity/magnitude, relevance and origin or receiving environment, the threshold being 15 units for aspects in the event of an emergency. And finally, for the remaining aspects in the scope of the service life cycle perspective, the threshold is 15 or 20 impact units depending on whether two or three criteria of the severity/stakeholder and purchasing criteria have been used.
The following table shows the significant environmental aspects identified and assessed for 2025, which are consistent with those identified in previous assessments. Efforts are underway to monitor and control these aspects, most of which are inherent to the business itself, and it is expected that the future new fleet will reduce GHG emissions, which constitute the primary environmental impact of SMATSA’s production activities.
As for the indirect aspects, the waste generated by the citizens subject to cleaning and waste collection is taken into account in the specific or sectoral indicators.
Description of significant environmental aspects
After the initial environmental analysis, carried out during the EMAS Regulation implementation process in 2023, the incorporation of new environmental aspects and the definition of some of them as significant is proposed. This Environmental Statement has implied the accounting of new environmental metrics for the consumption of resources, energy, generation of emissions and waste retroactively, so with them we will make a better monitoring in future years to improve planning and improvement on those more significant or relevant.
It is worth mentioning that those impacts and aspects related to vandalism or accidental acts on municipal equipment or on SMATSA's own vehicles are also taken into account.

Target Planning
SMATSA carries out each year a planning of improvement objectives within the scope of its Integrated Management System, both for quality and prevention, as well as for the environment. Although the success in the reduction of energy consumption and resources depends largely on the intensity of the activity itself, AGORA GRUP intends to give an impulse in the environmental improvement of the environmental aspects and impacts of the organization after the implementation of the European Regulation EMAS. Through the ECOMUNDIS platform, SMATSA monitors the specific legal requirements and the evaluation of their compliance for all its activity centers.

Regulatory Compliance Summary
SMATSA is committed to complying with all legal and regulatory standards applicable to its operations, thus ensuring the protection of the environment and the sustainability of its activities. The following are the main rules and regulations that govern our operations
WASTE
- Law 7/2022 of 8 April on waste and contaminated soils for a circular economy.
- Royal Decree 9/2005, dated January 14, establishing the list of activities that may contaminate soil and the criteria and standards for designating contaminated soil
The regulations establish requirements for the management of the company’s own waste, including its reduction, reuse, recycling, and proper disposal. The company has implemented a waste management system that complies with these requirements while minimizing environmental impact, taking into account the requirements related to the proper identification and storage of both its own waste and waste deposited at the recycling centers managed by SMATSA
The Annual Industrial Waste Report is submitted annually for the auto repair shop, which has the corresponding waste generator code P-60704.1
A preliminary soil condition report (IPS) was submitted on January 22, 2016, for the facility associated with the auto repair shop, and no further action was required on the part of the administration.
Currently, the operation generates more than 10 tons of its own Hazardous waste; therefore, the requirement to have a Hazardous waste minimization plan Hazardous met by including reduction targets for Hazardous waste Hazardous the environmental objectives plan.
All vehicles used to transport waste are licensed as waste transporters.
ATMOSPHERIC EMISSIONS

The activity is not classified as a potential source of air pollution. It does not have any vehicle-related sources of pollutant emissions subject to regulatory controls.
WATER

Authorization for the use of groundwater for the well located at the facility associated with the auto repair shop where the vehicle wash is located. In March, the Catalan Water Agency (ACA) approved the increase in the well’s consumption flow requested in May 2024, raising the approved flow from 2,125 m³/year to 3,436 m³/year.
NOISE
- DECREE 176/2009, dated November 10, approving the Regulations for Law 16/2002, dated June 28, on protection against noise pollution, and amending its annexes
- Sabadell Municipal Noise and Vibration Ordinance
This regulation governs the permissible noise levels for industrial activities. At SMATSA, the main source of noise stems from the use of manual blowing and brush-clearing equipment. The company takes measures to control and reduce the noise generated by its operations, complying with established limits and minimizing disturbances to the community. To this end, it coordinates with the City Council to ensure that these activities are carried out at times and in areas that have the least impact on residents.
INDUSTRIAL SAFETY
The company complies with various industrial safety regulations to ensure the protection of the environment and public health. These include regulations governing the storage of chemicals, Legionella control, and fire safety in industrial facilities.
During 2025, the following mandatory inspections were carried out by inspection and control entities:
January: Low-Voltage Inspection at the Workshops facility in accordance with the Low-Voltage Electrotechnical Regulations (REBT), Royal Decree 842/2002.
July: Inspection at the Workshops Center of the chemical storage areas in the mechanical workshop and the gasoline and hypochlorite storage areas of the street cleaning service, in accordance with Royal Decree 656/2017 approving the Regulation on the Storage of Chemical Products and its Complementary Technical Instructions MIE APQ 0 to 10
October: Periodic inspections of fire protection systems, in accordance with Royal Decree 2267/2004, at the Workshops, South 2, and North facilities.
In addition, during 2025, SMATSA complied with the requirement to conduct periodic energy audits, as established by Royal Decree 56/2016, which transposes the European Energy Efficiency Directive. The audit report was prepared by the consulting firm Creara between October and November and was submitted to the Catalan Government via the Canal Empresa portal on December 17, 2025.
In summary, the company is firmly committed to complying with all applicable legal and regulatory standards, implementing management and control systems that ensure sustainability and respect for the environment in all its activities.

By competence, local authorities are responsible for defining the strategy, typology and management models to be implemented for both street cleaning and waste collection services. Through the corresponding concessions and tenders, SMATSA fulfills the established contracts, allocating the necessary resources and means. COMMISSION DECISION (EU) 2020/519 of 3 April 2020 establishes a sectoral reference document on best environmental management practices, sectoral environmental performance indicators and benchmarks of excellence for the waste management sector in the framework of Regulation (EC) No. 1221/2009.
